The Planaletix AI Readiness Assessment (AIRA) is a structured diagnostic instrument designed to evaluate an organization's preparedness to adopt, scale, and sustain artificial intelligence initiatives at enterprise scale. The assessment produces a scored maturity profile across ten critical dimensions — spanning AI strategy, data readiness, technology infrastructure, governance, responsible AI, talent, use case maturity, culture, investment, and AI security — enabling leadership teams to understand precisely where they stand, where the capability gaps are most consequential, and what to prioritize to accelerate their AI programme.
Version 2.0 of the framework represents a significant methodological enhancement over Version 1.0. The most consequential structural change is the separation of AI Governance from Responsible AI & Ethics into two independent dimensions. This separation reflects the growing regulatory and organizational consensus that governance (structures, accountability, decision rights, audit trails) and responsible AI (ethics policies, bias assessment, explainability, human oversight, fairness) are distinct organizational disciplines that require independent investment, independent assessment, and independent leadership accountability. A second major enhancement is the introduction of AI Security & Resilience as a dedicated dimension, addressing the adversarial, operational, and supply chain security risks that are specific to AI systems and are inadequately covered by general cybersecurity frameworks.
The assessment is not a technology audit. It is a strategic readiness evaluation that examines the full organizational ecosystem required for AI success — from the board-level mandate and data infrastructure through to the cultural conditions and security posture that determine whether AI investments deliver their projected value. It answers the question every leadership team should be confronting: not "are we doing AI?" but "do we have the organizational foundations to make AI work at the scale our strategy requires?"

Assessment Scope
The AIRA evaluates AI readiness at the organizational level. It is not scoped to a single AI project, a single AI vendor deployment, or a single business unit. It evaluates whether the organization's foundational capabilities across ten dimensions can support AI adoption at enterprise scale — i.e., multiple concurrent use cases in production, serving diverse stakeholder groups, governed responsibly, and generating measurable business value.
The assessment applies to government entities, enterprises, and large organizations across all sectors operating in the GCC. It is sector-agnostic in its structural design but includes sector-specific benchmarking in its report output. GCC-specific context — including UAE PDPL compliance, Arabic-language AI capability, UAE AI Strategy 2031 alignment, and GCC talent market dynamics — is embedded throughout the assessment questions and interpretation guidance.
ASSESSMENT PHILOSOPHY & DESIGN PRINCIPLES
The scoring framework is built on eight design principles that ensure rigor, fairness, and actionability
Principle 1: Evidence Over Intention
The assessment scores what demonstrably exists and is operationally active — not what is planned, funded, approved, or in progress. An organization that has a board-approved AI strategy scores higher than one that "intends to develop" one. A team that has deployed a model to production scores higher than one that has "completed a pilot." This principle is enforced at the question-option level: answer options describe observable organizational states and verifiable artefacts, not intentions. Respondents are instructed throughout the assessment to answer as if presenting evidence to a sceptical external auditor.
Principle 2: Maturity Is a Spectrum, Not a Binary
Organizations are not simply "AI-ready" or "AI-unready." Readiness exists on a continuum across ten dimensions simultaneously. An organization may be genuinely mature in data infrastructure (Level 4) while critically immature in AI governance (Level 1). The assessment captures this dimensional nuance, producing a multi-dimensional maturity profile rather than a single summary verdict. The overall score is a weighted synthesis, not a replacement for dimension-level analysis.
Principle 3: Governance and Ethics Are Structurally Separated
A key methodological advancement in Version 2.0 is the separation of AI Governance (D4) from Responsible AI & Ethics (D5). These are distinct disciplines. Governance addresses organizational structure, decision rights, accountability, documentation, and audit. Ethics and responsible AI address principles, bias management, fairness, explainability, and human oversight. Organizations can have well-structured governance bodies with poorly developed ethics practice — and vice versa. Conflating them in a single dimension obscures both gaps. Separation enables independent diagnosis and independent remediation.
Principle 4: AI Security Is a First-Class Assessment Domain
AI systems create a category of security risk that general cybersecurity frameworks do not adequately address: adversarial attacks on model inputs, training data poisoning, model inversion, prompt injection in LLM deployments, supply chain risk from third-party model providers, and recovery from AI system failures. D10 (AI Security & Resilience) is a dedicated dimension in Version 2.0, reflecting the organizational consensus that AI security deserves its own governance, its own assessment, and its own investment — not as a subset of general IT security.
Principle 5: Dimensions Are Interdependent
AI readiness is not the sum of ten independent capability scores. Data quality (D2) constrains use case viability (D7). Governance structure (D4) constrains responsible AI enforcement (D5). Infrastructure maturity (D3) constrains production deployment capability (D7). The scoring framework accounts for these interdependencies through the Critical Threshold Rule, cross-dimension consistency validation, and prioritization logic in the Priority Action Plan that sequences recommendations to address enabling dependencies before dependent capabilities.
Principle 6: Context Determines Priority
A government healthcare entity pursuing AI for clinical decision support has different risk, governance, and talent priorities than an e-commerce platform pursuing AI for demand forecasting. The assessment framework is sector-agnostic in structure but context-aware in interpretation. GCC-specific context — including UAE PDPL requirements, national AI strategy alignment, Arabic language capability, and GCC talent market realities — is embedded in question design, benchmark calibration, and interpretation guidance throughout.
Principle 7: Actionability Over Precision
The purpose of the assessment is not academic measurement — it is to produce a clear, prioritized action plan. Every dimension score maps directly to a set of recommended actions calibrated to the specific maturity level reached. A dimension score of 2.3 does not simply quantify a gap — it tells the organization precisely what to build, in what sequence, and why that sequence is strategically optimal. The report is designed to be presented directly to a leadership team as the basis for an AI investment decision.
Principle 8: Benchmarking Creates Perspective
A maturity score in isolation has limited strategic value. The assessment gains its decision-making power when an organization can see its position relative to GCC peers across all ten dimensions. Benchmarking answers the question "is this gap a programme concern or a competitive crisis?" — a distinction that materially affects investment prioritization. GCC benchmarks are calibrated from Planaletix advisory experience, published AI maturity research from Gartner, McKinsey, and OECD, and regional government digital transformation assessments. Benchmarks are reviewed and updated annually as Planaletix's assessment database grows.
