How the assessment works
The Planaletix Digital Government Maturity Assessment (DGM) evaluates a government entity's readiness to deliver trusted digital and AI-enabled services across twelve critical dimensions: digital strategy and governance, ICT systems and interoperability, document and information workflows, data readiness, AI and technical architecture, infrastructure and compute, security, privacy and sovereignty, service design and user requirements, integration and the API ecosystem, the financial and economic case, responsible AI, and implementation capacity.
It is built to mirror the workstreams of a full digital government and AI readiness feasibility study — from the ICT systems audit and data inventory to the total cost of ownership and the phased roadmap — and anchored to the indices governments are ranked by: UN EGDI, World Bank GTMI, OECD Digital Government Index, DGA Qiyas and TDRA DGOV. Every report carries dual benchmarking: the entity's own region (GCC, Middle East or Africa) and a Global reference.
The assessment is not an IT audit and not an index submission. It is a readiness evaluation of the whole institution — strategy, data, technology, security, services, money and people — measured the way the international indices measure it, and interpreted the way a consultant would.

The DGM evaluates the entity as an institution — not a single project, system or department. It applies to ministries, authorities, agencies, regulators, municipalities, parliaments, courts and state-owned service providers of any size, in any country. Questions refer to the applicable national law, the national digital government authority and the national cloud and data-residency policy, so the framework travels across the GCC, the wider Middle East, Africa and beyond without modification.

What does the assessment cover?
Twelve weighted dimensions — from digital strategy, ICT systems and document workflows to data readiness, AI architecture, infrastructure, security and sovereignty, service design, integration, the financial case, responsible AI and implementation capacity — 120 structured questions in total.
How is the score calculated?
Each dimension is scored on a five-level maturity scale and weighted into an overall score. Three Critical Threshold Dimensions — strategy and governance, data readiness, and security, privacy and sovereignty — cap the overall level if any falls below the foundational threshold.
What do we receive?
An executive summary with overall score, maturity level and threshold status, a 12-axis maturity radar against regional and Global benchmarks, per-dimension findings, the top five priorities, a three-horizon roadmap (0–6, 6–12, 12–24 months), capacity-building recommendations and an index alignment map for EGDI, GTMI, OECD, Qiyas and DGOV.
Who should take part?
The leaders accountable for the entity's digital performance — typically the Director-General's office, the CDO, CIO or CDAO, digital transformation and government excellence units, and the ICT leadership.
